State of Massachusetts Deputy Director, Massachusetts Tobacco Cessation and Prevention Program in Boston, Massachusetts

The Massachusetts Department of Public Health (DPH) seeks a Deputy Director to join the leadership team within the Massachusetts Tobacco Cessation and Prevention Program (MTCP). MTCP aims to invest in and work with communities, especially with historically oppressed communities, to reverse unjust policies, share decision-making power, and build community capacity to live a life free of commercial tobacco. The Deputy Director will provide visioning and leadership particularly in innovating and evolving intersectional approaches within the prevention, policy, and civic and youth engagement program areas. They will also have a role in overall coordination and alignment across the Program. MTCP acknowledges the history of structural racism and its impact on health. We are committed to improving the quality of life for all Commonwealth residents while eliminating the inequities that threaten the lives of all, but particularly impact communities of color who are disproportionately affected by chronic diseases and their risk factors, including tobacco use and exposure. The Deputy Director will actively lead their team to apply this lens to all aspects of their work. The qualified candidate will possess not only the leadership skills to support initiatives across the state, but also the interpersonal and communication skills needed to collaboratively work with internal and external partners to advance this work. When referencing tobacco, MTCP is referring to commercial tobacco, not the sacred and traditional use of tobacco by some American Indian communities __ _Duties and Responsibilities (these are a general summary and not all inclusive)_: * Provide leadership and overall guidance and set workflow for staff supporting programs and partners to build capacity to implement policy and practice change strategies that address the social determinants of health and other root causes of health inequities. * Actively promote a racial justice framework for health equity initiatives and as a necessary part of improving community health. * Ensure all staff have a clear understanding of the vision for the work, the Program, and the Bureau and how their work complements other programs. * Through direct supervision and coordination of other opportunities, support professional development of staff to enhance their work with partners and across programs/initiatives. * Strengthen staff, partnership, and community capacity to implement policy, systems, and environmental change strategies. * Collaborate with colleagues within MTCP and the Department to identify potential cross-cutting/integration activities and coordinating initiatives across programs to maximize impact. * Provide expertise in federal grant resources including application development, grant management and planning. Oversee development and completion of required progress reports, competitive and noncompetitive reapplications, and other required deliverables for funders, including budgets and spending plans. * Provide direction for community engagement and tobacco use prevention initiatives and communicate impacts and successes. * Supervise staff; complete annual reviews in collaboration with staff and provide ongoing feedback in regular meetings. * Work collaboratively with other staff and initiatives within the Bureau of Community Health and Prevention. _Preferred Qualifications:_ * Applicants must have five years relevant work experience in public health or related field (3 years in a supervisory or management capacity). * Knowledge and experience developing and implementing innovative public health strategies, preference for awareness and experience on using policy, systems, and environmental change strategies and community engagement to address root causes of racial and health inequities. * Exceptional leadership and communication skills with experience establishing strong working relationships and strategic partnerships with diverse internal and external constituents, partners, and groups; demonstration of capacity to build understanding of SDOH and root cause inequities preferred. * Ability to appreciate and grow the existing leadership of staff and the team. Foster creative thinking and planning to leverage and integrate work across program areas * Demonstrated experience in supervising and supporting staff, including performance appraisal, employee coaching/training/development, and performance management; demonstrated commitment to diversity and inclusion. * Proven record of success in project development and management. Ability to create or implement organizational tools to coordinate operations. * Skills to assess complex situations, correctly diagnose problems and plan effective strategies, actions, and communications. * Candidates must demonstrate an understanding of social determinants of health and a commitment to racial and health equity. * Exceptional leadership and communication skills with experience establishing strong working relationships and strategic partnerships with diverse internal and external constituents, partners, and groups. * Strong understanding of activities related to policy, systems, and environmental change strategies. *About the Department of Public Health:* The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.
