Description of Job

TheDivision of Housing(DOH) partners with local communities to create housing opportunities for Coloradans who face the greatest challenges in accessing affordable, safe, and secure homes. DOH supports projects ranging from homelessness prevention to homeownership. Our work includes:

  • Increasing and preserving Colorado's inventory of affordable housing.

  • Managing rental assistance vouchers.

  • Creating and supporting collaborative approaches to end homelessness.

DIvision of Housing (DOH) Office of Housing Recovery (OHR)

Office of Housing Recovery (OHR) exists to work with public and private entities, nonprofit organizations and public housing authorities to assist in housing development/rehabilitation for low and moderate income persons; to provide shelter and supportive services to the homeless; to provide safe, sanitary, decent housing for low and moderate income persons and families throughout the state through allocation of funds from federal and state grant programs; and, delivery of technical assistance and training to local governments, applicants and grantees. The Office of Housing Recovery (OHR) will work primarily with funding from Proposition 123.

Position Summary

The Proposition 123 Program Manager exists to carry out the Colorado Division of Housing mission mentioned above by managing the implementing the new funding source of Proposition 123, as well as assisting with ongoing compliance for the funding. The implementation includes but is not limited to developing policies and procedures, developing relationships with local and tribal governments, training stakeholders, developing reporting requirements, and providing stakeholder technical assistance. Ongoing compliance will include long-term monitoring, reporting and site visits. Additionally, this program will manage each 1-, 2-, or 3-year commitment cycle, verifying eligibility of local governments to receive funding. This position will also supervise the subordinate staff in the unit which will consist of CED IIIs and a CED II.

Job Duties

Specific responsibilities include but are not limited to:

Leadership / Management

This position is overall responsible for the compliant implementation of the Division of Housing’s Proposition 123 and is relied upon as the State’s expert in this unique source of state funding. Design, implement and update program guidelines and policies. Manage people and processes to ensure successful execution of the program. Work may be conducted via e-mail, phone, virtual platform, or face-to-face meetings, depending on the need.

Position will provide formal supervisory duties for two CED III positions and one CED II. Accountable for actions and decisions that directly impact pay, status, and tenure. This includes assigning work, evaluating work products for timeliness and correctness, establishing work standards, and providing training. Position also is responsible for approving leave, developing performance plans, conducting employee evaluations, resolving informal grievances, and if needed, providing corrective action. In addition, position will mentor subordinates and ensure appropriate opportunities are available for professional development and personal growth.

Communication

The Program Manager will train internal and external stakeholders on all relevant program guidelines and policies. Provide guidance to local and tribal governments, as well as other partners on progress and challenges related to policy decisions and compliance. Communicate and coordinate with Colorado Office of Economic Development and International Trade (OEDIT), Colorado Housing and Finance Authority (CHFA), Division of Local Governments (DLG), and DOLA executive staff, on the implementation and funding program statuses within Proposition 123. Travels statewide to provide on-site technical assistance and training to stakeholders, present at public meetings such as local council or commissioner meetings, and attend/participate in community meetings.

Reporting and Auditing

Track and report on all Proposition123 funded programs and overall program compliance. E nsure that the State meets all requirements, including submission of performance reports. Keep DOLA leadership, and when applicable, the Governor’s office, apprised of current progress. Oversee public dashboards and websites.

OR

Bachelor's degree from an accredited institution in Public Administration, Business Administration, Public Policy, Social Work, Behavioral Health, Non-Profit Management, Leadership Management, or a closely related field as determined by the department.

AND

Four (4) years of professional experience in housing development, housing policy, program management, contract or grant management, project management, and budget management. One year of the required experience must have included supervision of employees. One year of the required experience must have included monitoring grants, contracts, or program compliance.

OR

Master's degree from an accredited institution in Public Administration, Business Administration, Public Policy, Social Work, Behavioral Health, Non-Profit Management, Leadership Management, or a closely related field as determined by the department.

AND

Three (3) years of professional experience in housing development, housing policy, program management, contract or grant management, project management, and budget management. One year of the required experience must have included supervision of employees. One year of the required experience must have included monitoring grants, contracts, or program compliance.

OR

Doctorate degree from an accredited institution in Public Administration, Business Administration, Public Policy, Social Work, Behavioral Health, Non-Profit Management, Leadership Management, or a closely related field as determined by the department.

AND

Two (2) years of professional experience in housing development, housing policy, program management, contract or grant management, project management, and budget management. One year of the required experience must have included supervision of employees. One year of the required experience must have included monitoring grants, contracts, or program compliance.

This experience must be demonstrated in your application to be considered for employment.

Preferred Qualifications

  • Masters’ degree in Public Administration, Business Administration, Public Policy, Leadership Management, Social Work, Behavioral Health.

  • More than four years of experience in housing development, housing policy, housing program(s) management, contract or grant management, project management, and budget management.

  • More than two years of supervision experience in the State of Colorado Personnel System.

  • Experience working with housing development programs.

  • Experience working with homeless or housing programs.

  • Experience creating housing policy at a local, state or federal level of government.

  • Knowledge of local government housing practices, including the planning, zoning, and approval process for local governments.

  • More than one year of experience in compliance monitoring.
