POSITION PURPOSE:

The Director of Laboratory is responsible for the 24-hour operation of the Laboratory Departments in MercyOne Dubuque, Dyersville and Clinton. Additionally this position provides outreach oversight to area clinics and hospitals who utilize the Dubuque and Clinton laboratories. Ensures high quality, cost effective services and efficient operation of the Laboratory through supervision of testing personnel, equipment, test menus, procedures, test result reporting, Quality Control, and Performance Improvement. Selects, develops, and maintains a team of competent staff. Holds self and team accountable for achieving the highest level of quality of care, customer service, and colleague satisfaction, and recognizes the contribution for desired results. Driven to meet and exceed customer expectations.

Ensures compliance with regulatory agencies while conducting the business of the laboratory. Organizes, directs, and supervises functions, activities, and personnel in such a way as to ensure timely, accurate reporting of laboratory test results. Organizes the laboratory in such a way to ensure quality results rapidly in a cost-effective manner.

The Director of Laboratory in Dubuque directly reports to the MercyOne Regional Director of Laboratory Services. This position works closely with local leadership, and in conjunction with laboratory medical director, plans, organizes and manages laboratory services. Role models behavior that cultivates compassion and service quality. Serves as a leadership resource for those working in the laboratory department, Medical Staff and other hospital staff, and provides a framework for enabling maximum human development. Assumes a proactive role in improving quality.

Patients served range in age from premature newborns to geriatrics. Customers include departmental colleagues, peers, physicians and their office staff, vendors, patients, families, visitors, etc.

What you will do:

  • Maintains a working knowledge of applicable Federal, State and local laws and regulations, Trinity Health’s Organizational Integrity Program, Standards of Conduct, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior.

  • Actively demonstrates the organization’s mission and core values and conducts oneself at all times in a manner consistent with these values.

  • Develops, secures approval of, implements, monitors adherence to, and administers departmental policies and procedures, and ensures they are in compliance with all federal and state (and other accrediting bodies) laws and regulations.

  • Actively leads and participates with the CAP accreditation process.

  • Ensures compliance with federal, state, CAP and Joint Commission accreditation standards, CMS Conditions of Participation (COPs) and Critical Access rules and regulations.

  • Recommends and implements agreed-upon long- and short-term departmental goals and objectives in order to enhance department services. These goals are aligned with MercyOne state-wide, regional and market goals and objectives.

  • Prepares, secures approval of, and administers departmental capital expense and operating budgets. Monitors adherence to budgets and initiates corrective action as necessary.

  • Evaluates testing menu, platform, supplies, and equipment, and prepares written reports for senior leadership detailing findings. Makes recommendations for acquisition of new or additional laboratory equipment and supplies.

  • Actively participates I regional laboratory strategic planning and implementation of approved initiatives to optimize operations and/or achieve financial targets.

  • Interviews, hires, evaluates the performance of, and when necessary, disciplines ad discharges colleagues.

  • Effectively interacts with laboratory colleagues, pathologists, physicians, nurses and other healthcare professionals to ensure quality and testing meets expectations.

  • Develops and implements programs to improve laboratory service.

  • Monitor, evaluate and maintain the Quality Control Program for the laboratory, and Continuous Quality Improvement activities.

  • Monitor equipment and function verification.

  • Provides for in-service training and continuing colleague development. Provides learning situations and opportunities for skill development of colleagues.

  • Monitor specimen processing.

  • Evaluate proficiency testing results.

  • Creates and maintains an environment conducive to high colleague engagement, group cohesiveness, and individual growth. Identifies colleague problems and refers them to appropriate source for assistance. Anticipates, recognizes, and solves problems through the application of sound management principles.

  • Performs other duties consistent with purpose of job as directed.

What we are looking for:

  • Registered Medical Laboratory Scientist (MLS) or Medical Technologist (MT) (American Society of Clinical Pathologists or equivalent) is required. Bachelor’s degree in a chemical, physical, biological or clinical laboratory/medical technology science is required with at least one year experience with high complexity testing.

  • Master's degree in Laboratory Administration, Health Care Administration or related field is preferred.

  • Must have demonstrated competency in a laboratory setting, preferably hospital-based.

  • Demonstrated progressive, successful leadership experience, preferably at a manager or director level for a minimum of 3 years preferred.

  • High level of proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, GroupWise) and Internet.

  • Must have demonstrated competencies related to laboratory services in The Joint Commission, College of American Pathologist standards, and Clinical Laboratory Improvement Act (CLIA ’88).

  • Child and Dependent Adult Abuse Mandatory Reporter Training is required within 6 months of hire and every 3 years thereafter.

  • Maintain a professional, collaborative work environment so as to foster a positive public image for MercyOne Dubuque Medical Center.

  • Knows and adheres to all laws and regulations pertaining to patient health, safety and medical information (i.e. HIPAA, Stark, etc.)

  • Keep current in area of expertise and assures that standards and practices reflect best practice within area of expertise.

  • Must have proven time management skills with the ability to prioritize and organize work/projects in a fast-paced working environment so that all tasks are completed on time and accurately.
