Job Description

General Scope of Duties

The Director of Human Resources will support the Vice President of HR and Organizational Development in managing a comprehensive, full service human resources department that includes recruitment and employment services, employee assistance, wellness, employee relations, salary and benefit administration, leave administration, staff evaluations, records management, personnel policy development and interpretation and compliance to local, state and federal labor laws. Manage benefit broker, consultant and vendor relationships, including but not limited to preparing request for proposals, negotiating contracts, and ensuring service fulfillment. Monitor changes in the benefit market and make sure the College’s benefit offerings keep pace with the peer employers and laws. Manage the benefits administration system and human resource information system ( HRIS ) as it pertains to benefits and various regulations and laws.

General Duties and Responsibilities

  1. Support the Vice President of HR & Organizational Development in creating and implementing HR department goals, objectives, and systems that are aligned with the College’s mission and strategic plan

  2. Manage HR operations including recruitment, compensation analysis, employee coaching and feedback, onboarding, employee relations, benefits and leave.

  3. Develop and mentor staff to ensure effective and impactful services

  4. Provide advice and training to college leaders, managers and supervisors on best HR practices and problem-solving

  5. Manage requests for organizational change and development fairly and equitably

  6. Oversee the staff recruitment, employee credentialing, hiring and onboarding process; ensure staffing strategies are in place to identify skilled and diverse candidates within and outside the College; engage and manage vendors; train, support and advice hiring managers on recruitment strategies and compensation negotiation; and ensure procedures are distributed, documented and up to date.

  7. Coordinate the development and documentation of policies and procedures to meet evolving College and talent needs

  8. Support Human Resources Staff in receiving, managing, and resolving employee issues and concerns through collaboration with department heads and supervisors and attention to College policies and applicable laws

  9. Manage employee investigations and recommend appropriate action when needed

  10. Administer exempt and nonexempt staff salary programs; ensure equitable, competitive, and legally compliant pay practices for staff; support the Vice President of HR & Organizational Development in participation in compensation surveys, analysis of results to determine the College’s competitive position and recommend changes or enhancements in compensation

  11. Infuse equity and inclusion practices in all processes.

  12. Manage the active employee and retired employee benefit programs to include evaluating plans, recommending changes, developing long and short-term budget plans and financial forecasts, maintaining plan documents, communicating benefit programs to prospective employees, current employees and retirees, establishing employee contribution rates and COBRA rates, preparing reports and analyzing trends, ensure plans are administered according to plan documents and College policies, ensure compliance with state and federal laws, and authorizing payments for benefit services.

  13. Work collaboratively with the Vice President of Human Resources and Organizational Development and the Vice President of Finance & Administration on the development and implementation of executive benefit

programs, retirement incentive programs and other benefit programs to ensure that plans are in legal compliance and meet the College financial goals

  1. Manage benefits administration system and human resource information system ( HRIS ) as it pertains to benefits tracking, enrollment, employee deductions, and various regulations and laws

  2. Interact with brokers, consultants and vendors to negotiate contracts at competitive rates, market benefit plans as necessary, resolve problems, enhance service delivery and ensure contractual obligations are fulfilled

  3. Fulfill all benefit compliance needs as required by law; prepare for and support audits of benefit programs; seek legal advice and guidance as necessary

  4. Manage the College leave programs (including but not limited to vacation, paid-time-off, sick, medical, parental, unpaid leave of absences) and educate supervisors and department chairs on their responsibilities regarding employee leave requests. Administer and oversee the process Family Medical Leave ( FML ) program including, but not limited to obtaining all necessary documentation, communicating leave status to employees and their supervisors, recording leaves in College’s FML tracking system, maintaining files, and prepare reports as needed.

  5. Administer the College’s modified duty and workers’ compensation programs including coordination of employee accident injury treatment and follow-up, interpreting risk management reports, ensuring compliance with federal and state health and safety regulations, and conferring with providers and claims management vendor(s)

  6. Manage the interactive ADA process for employee requests for work accommodation.

  7. Stay informed of new trends, developments, laws, and regulations related to the administration of benefits and employee relations.

    Education and Skills

  8. Requires bachelor’s degree, Master’s degree in Human Resources or Organizational Psychology, or MBA , preferred with at least 7 years of progressively responsible human resource management experience and employee benefit management experience including supervisory experience.

  9. Proven ability to use good judgment, respect and confidentiality when addressing complicated HR issues and handling Personally Identifiable Information ( PII )

  10. Keen knowledge of labor and benefit laws including, but not limited to ERISA , ADA , ACA and FMLA

  11. Excellent oral, written and presentation communications skills

  12. Proven quantitative and analytical skills

  13. Knowledge of federal, state and local employment laws

  14. Excellent interpersonal skills including the ability to establish and maintain cooperative working relationships with College colleagues at all levels of the organizations and external partners

  15. Excellent organization skills and ability to set priorities and keep to deadlines

    Preferred Qualifications

  16. Higher education experience is preferred.

  17. Experience with HRIS , HR business applications, enterprise systems preferred

    Salary Range $90,000-$110,000
