    SCOPE AND PURPOSE OF POSITION:

    The Divisional Director of Finance (DDF) provides oversight to all fiscal matters of the EMPIRE Division including financial planning, budgeting, accounting systems, and adherence to organizational policy and procedures. The DDF also provides leadership and direction to the work of all staff within the EMPIRE Divisional Finance Department to ensure the efficient and effective functioning of the department and support of field units.

    The DDF must be able to schedule and perform assigned responsibilities with a high degree of professionalism, confidentiality, and efficiency, and implement decisions of the Command Finance Council.

Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Manage and direct the daily operations of the EMPIRE Finance Department to ensure efficient functioning of all assigned operations.

  • Responsible for supervision and deployment of all Finance Department staff, including the hiring, performance evaluation, and disciplinary processes.

  • Ensure the Divisional Commander is informed of the financial condition of all units within the Division.

  • Serve as a member of Command Finance Council, and as Secretary of the Command Finance Council as needed.

  • Ensure maintenance of effective internal controls to provide for the safeguarding of assets and reliability of financial statements.

  • Ensure Divisional compliance with GAAP, with guidance from the Territorial Finance Department.

  • Ensure adherence to organizational fiscal policies and procedures, as well as develop supplemental fiscal policy and procedures as necessary.

  • Ensure compliance with all organizational reporting requirements and contract financial reporting requirements for private or public funding, licensing, or regulatory agencies.

  • Oversee budget construction and approval process for all units within the EMPIRE Division.

  • Oversee fiscal year end consolidation for the EMPIRE Division.

  • Review and approve Contracts through the Contracts Database.

  • Review and approve estate distributions and withdrawals through the Estates Database.

  • Review and approval of items submitted via Delegation of Authority for finance.

  • Establish business relationships with banks and other financial institutions as needed.

  • Ensure that all bank accounts are covered by official Powers of Attorney, issued in accordance with organizational policy.

  • Ensure completion of the Officer Tax Grant calculation process for the EMPIRE Division.

  • Ensure completion of the annual Officer vehicle fringe benefit calculation.

  • Maintain a working knowledge of TSA Orders and Regulations, official policy directives, and minutes relating to all areas of assignment and supervision.

  • Maintain inventory of the Divisional vehicle fleet, work with the Divisional Commander for the deployment, sale, disposition of vehicle fleet.

  • Responsible for procurement of vehicles for the Divisional Headquarters fleet.

  • Serve as a member of the EMPIRE Mission Alignment Council, Property Committee, and Grants & Contracts Committee

  • Attend Corps or Area Services Advisory Board meetings as needed or requested.

  • Complete Annual Command Review schedules as assigned.

  • Perform annual evaluations of direct subordinates.

  • Complete all special projects as assigned by the Divisional Commander.

  • Perform any other duties as assigned or requested by the Divisional Commander.

Qualifications

SPECIAL SKILLS, CERTIFICATES, LICENSES, REGISTRATIONS:

  • Prior experience of at least 5 years in a not-for-profit finance leadership role is required, experience in Salvation Army operations strongly preferred.

  • Prior supervisory experience of at least 10 years.

  • At least 5 years of relevant fiscal management experience with government and public funding sources is required.

  • Working knowledge of organizational accounting software.

  • Must be proficient in the development and creation of financial reports.

  • Must be proficient in Microsoft Office.

  • Good written, oral and presentation skills.

  • Must be able to teach and give constructive guidance.

  • Must have valid Driver’s License that meets The Salvation Army insurance requirements.
