    POSITION DESCRIPTION: Lead and manage the Florida Department of Transportation’s (FDOT’s) Central Geographic Information Systems (GIS) Office. Supervise and direct Department staff and consultant activities. Effectively manage the GIS Office’s budget and efficiently allocate resources. Evaluate employees' performance throughout the year and at formal review periods. Inspire, motivate, and communicate regularly with staff both individually and in meetings. Ensure all documentation required for processing pay documents and personnel matters, including performance appraisals, disciplinary actions, filling vacant positions and separations, are completed accurately and timely. During emergencies, lead the Department’s GIS support to the State Emergency Operations Center (EOC) and FDOT EOCs.

    Provide statewide leadership for the Department’s GIS platform to support FDOT’s safety and mobility mission. Prepare budget requests and monitor expenditures of funds as required. Provide leadership and oversight in developing guidelines, standards, governance, processes, quality assurance, training, and best practices. Provide business and program strategy recommendations to executive management on GIS trends, opportunities, and solutions that support the Department's mission utilizing geospatial data management and information tools.

    Assist with the research, analysis, development, review, production, and implementation of legislation, rules, policies, procedures, manuals, guidelines, standards or specifications relative to GIS that are used by customers and/or business partners.

    Develop, review, or manage contracts related to mapping. Provide program management of the production of the state map.

    Serve as a liaison and provide consultation and technical support to all GIS customers, business partners, and FDOT District personnel. Coordinate with Federal agencies, local governments, Florida universities, and other state agencies, as needed. Actively serve as FDOT’s member on the American Association of State Highway and Transportation Officials (AASHTO) GIS Task Force.

Ability to apply appropriate standards and governance to geospatial products. Ability to integrate remote sensing data and 3D models in the development of an enterprise Geographic Information System. Ability to locate research opportunities, manage research projects, and perform research. Ability to utilize remote sensing data interpretation techniques, photogrammetry, and/or transportation surveying to prepare geospatial products. Skilled in the development and deployment of a multi-district, enterprise Geographic Information System. Skilled in the creation and maintenance of partnerships with all FDOT District GIS personnel in the collaboration of an enterprise Geographic Information System. Skilled in the development and production of various types of geospatial products. Skilled in the use of multiple mapping techniques. Skilled in the application of appropriate quality control or quality assurance standards to geospatial products. Knowledge of the organizational structure of the Department. Knowledge of budget preparation and budget monitoring techniques.
